4 Days at Camp Gilbert C. Grafton

The Summer Leadership Academy is an opportunity for students to spend 4.5 days and 4 nights at Camp Gilbert C. Grafton with other area Explorers, Cadets, Mentors, and Advisors to do many outdoor activities including team-building exercises, expand their leadership experience, and meet other students.

Teams

Once at camp, students will be divided up into teams which will be randomly assigned to teams of 4 explorers/cadets from different agencies. The idea is to build relationships between the students from different agencies across the region. This also gives each student a chance to lead their group and learn more about themselves.

This event is a collaborative effort by all attending agencies. Ideally, we would like to see each agency sponsor a type of police training and have their advisors/mentors run a scenario for all explorers & cadets to rotate through. Please email us any training ideas, topics you would like to sponsor or teach the explorers, or anything else that may be interesting to cover at the Summer Leadership Academy.

Scenario Day

As previously stated, we would like to see each post sponsor a type of police training and have their advisors run a scenario for all explorers to rotate though. Please email events@ndleya.org with any ideas you have for training or if there is a specific topic you would be willing to sponsor and teach all the explorers/cadets while at camp or something you think would be interesting to have taught.

Classroom Topics

There is currently some time on the schedule to allow us to fit in some large classroom instruction sessions. If you are interested in teaching one, please let us know. Below are some of the possibilities. Obviously, time will only allow a couple of these to be covered each year.

Teams (generally made up of 4 students) will spend the day acting as police patrol units, working a regular patrol shift, and responding to mock calls for service which they will be radio dispatched to. Once they receive that dispatch, they must navigate to the call location on their own around the camp. Teams have 15 minutes to walk between scenarios after receiving the dispatch. All Scenarios start promptly at the designated time and will last no more than 30 minutes, including debriefs. These exercises will test the students on their navigation ability, use of time, as well as the scenarios that are thrown at them and how they work as a team, problem-solve, and apply appropriate laws to complete the scenarios. Teams will function as a patrol unit responding to calls from approximately 0845 to 2000hrs.

  • Submit the online registration for each Explorer/Cadet, Advisor/Mentor, and Volunteer/Roleplayer attending from your agency by selecting the correct ticket type. Registration must be completed no later than July 26th, 2024.
  • Two forms need to be scanned and emailed to events@ndleya.org prior to the registration
    deadline. Ask for more details
    • Each participant will need to have a signed copy of our waiver.
    • Each participant will need to have a signed copy of the code of conduct.
    • Complete the online Eventbrite registration (please make sure names are spelled correctly, as we

  • In addition to the above paperwork, each participant should have a completed (parts A&B) Learning for
    Life Health Form (these will not be collected, but should be kept by the head advisor/mentor of each
    agency in case of injury).
  • Each post/unit must send at least 2 adult advisors/mentors.
  • Advisors/Mentors must be 21 or over.

Any explorer/cadet attending this event:

  • MUST be between the ages of 14 and 21.
  • MUST be in good standing with their post/unit.
  • MUST have the recommendation of their advisor/mentor.
  • MUST have completed firearms safety with their agency PRIOR to attending this event.
  • MUST be willing to participate in all training sessions including physical training, classroom sessions, field exercises, training scenarios, and barracks clean-up duties.
  • MUST be in good health. Those sick or running a fever should not attend to ensure the health and safety of the rest of the attendees.
  • Should (though not necessary) have completed one year/season with their agency. A basic understanding of police functions is needed for scenario day.
  • Should be planning on continuing in their agency’s program the following academic year.

When arriving at Camp Grafton, your group leader will likely need to show credentials to security staff at the main gate. NDANG has stated that sworn law enforcement officers may wear their sidearms while at camp. NDLEYA encourages sworn officers to carry their badge and sidearms to assist with security of the event. When actively participating in a scenario (such as a suspect or victim), sworn officers must secure their firearms in a lockable area such as a vehicle, so as to not be accidentally accessed by any person during the scenario. All personnel will be required to secure firearms during the MOUT portion of the training.

Officers are encouraged to bring their agencies patches or coins to trade. Plan ahead, bring a few and some business cards. This is been a great event to make connections with people from other agencies.

Advisors/Mentors and Explorers/Cadets will be utilizing radios for communications and dispatching to scenarios during this event. Please check your department issued portable radios for the following national interoperability channels. If you do have these channels, please bring your radio for communication purposes. If you do not have these channels, just let us know. We will do our best to have some extra radios on hand to lend out. Channels: VTAC11, VTAC12, VTAC13, and/or VTAC14

We will be taking photos and video during the event to help showcase what our organization does and what we offer at our events. Please feel free to also take photos and videos and to share them with the organization and the other advisors/mentors. We will have a laptop in the headquarters area to dump photos to. Please bring a large flash drive, external hard drive, or blank DVDs if you would like to take a copy of all the photos home with you. It’s easier to try and do this while at camp rather than later.

Advisors/Mentors from each agency are asked to help make the camp experience better by providing ideas on what training topics to cover or that they themselves might be willing to teach. The scenario day will be on Saturday. Please contact Officer Travis Johnson with 2 topics you might be willing to help with. Thank you in advance!

We will be housed in army barracks with 6 to 8 beds per squad bay. Male and Female Advisors/Mentors/volunteers will be housed separately. Male and Female Explorers/Cadets will have separate sleeping, bathroom, and showering facilities as well. Participants will need to provide their own pillow and sheets or sleeping bag.

All meals will be served at the mess hall. If you or one of your explorers has dietary restrictions, please notify NDLEYA organizers so arrangements can be made ahead of time. A refrigerator should be available for those that have to bring their own food due to dietary reasons.

**If you or your staff do not plan to eat certain meals, please advise NDLEYA staff at registration of your plan. We have to pay for meals which are accounted for, even if not eaten.

A washer and dryer are available if needed. In fact, we suggest having each unit clean their uniforms once during the event, as the students do tend to get sweaty and generally only have one uniform. Soap is available for purchase at the laundromat for $0.75, but we suggest bring some of your own if you plan on doing laundry. We will have a designated formation time on Friday for the Cadets/Explorers to turn in their uniforms for cleaning (they need it!)

In an effort to keep law enforcement easily identifiable (especially those with sidearms), we prefer that advisors/mentors wear clothing such as their agency polo and tactical pants. We want to keep a professional image for the event. Especially for those participating in the event as a judge or an instructor. If wearing your sidearm, be sure to be displaying your badge. Those advisors/mentors or volunteers participating in roles such as actors for scenario day can obviously dress for their part. Ideally, we would like to see each adult have a fluorescent traffic safety type vest to wear if they are serving as an observer during the MOUT training.

We expect Explorers/Cadets to be in a class “B” type utility uniform with their gun belts for all training. Exceptions may be made due to type of activity, but generally the explorers will be wearing their uniforms and gun belts for the entire training day. After dinner, they will be allowed to change to civilian clothing. Due to the possibility of excessive heat, we encourage Explorers/Cadets have shorts packed similar to their uniform pants to allow the gun belts to be worn. If the temperatures reach a certain point, Explorers/Cadets will be allowed to wear shorts and deviate from a long pants uniform requirement. Each Explorer/Cadet should have Physical Training clothing in addition to their class “B” uniform to wear during PT and during the challenge course.

Each Explorer/Cadet should have their fully equipped police-style gun belt. This will be worn daily during all training. In addition, each Explorer/Cadet, Advisor/Mentor, and Volunteer should have their own eye protection to wear while at the MOUT site, whether actively participating or just on site. The national PSC policy has been updated and eye protection should be goggles meeting the ANSI Z87.1+ impact rating. For a full list of suggested items, please see our packing list.

We will be conducting live airsoft training during the MOUT section of our training. If your post/unit has any airsoft guns, please consider bringing them so we have enough for the training scenarios. We are in need of additional airsoft handguns for all participants. Please notify event staff if you are able to bring any.

All explorers/cadets are expected to participate in physical training each morning. Each explorer/cadet should also have a physical training type uniform. Advisors/Mentors are not required, but are welcome and encouraged to participate as well.

  • From Devils Lake (junction of Hwy 2 and Hwy 20)
  • Go South on Hwy 20 and continue for 3.8 miles.
  • Then turn west (right) at Newgard Dr and approach the main gate.
  • Check in with Force Protection at the main gate.
  • After the main gate, proceed west for .4 miles to Avenue “D"
  • Then, turn northwest and proceed along Avenue “D” for .5 miles.
  • Barracks and parking will be on your left (just past 3rd St).
